Help! Bought a game, got charged but didnt get the game!
I bought Garry's Mod and it said that my card was declined but when I check my bank statement, it already charged me $9.99. I just want the game, please help.

That is your bank holding your funds most likely.. If you go to https://store.steampowered.com/account/ and it is not listed as a completed or pending sale then Steam does not have the funds. Check your bank statement too as it should not be listed as completed but in the pending charges section until your bank sorts it out. Depending on the card's bank issuer the money should be returned to your account in 2-5 business days.

when I looked in it listed Garry's Mod saying "failed"

when I looked in it listed Garry's Mod saying "failed"
Then the purchase did not go through. It should soon disappear from your bank statements pending section and the money returned to the account. If it ends up in the completed section then there is a problem.

Doing what being charged completely? I'd say 5% or under, but I base that on annecdotal evidence from other users here as there is no actual way to know the real numbers.

No problem. If it doesn't work out you will have to contact support which may take a couple weeks for them to reply. You may as well go ahead and fill out a support ticket now in case things don't work out right. If the money shows back up in your bank account you can close/cancel your ticket. This way you won't have to wait extra long.

Whatever you do, DO NOT do a chargeback. You will get restricted functionality on steam for 9 weeks (maybe 6, I forgot which one it was) And your credit card will no longer be able to be used on steam.

Your card company can reverse any unauthorized charges that are made if you request so. If you do this for a Steam purchase Steam will suspend your account.

so if reineverse it they suspend my acc because im reinversing the money i didnt get the game on?

In your case this likely won't be an issue as your purchase didn't go through and after your bank updates your account there will not be anything to reverse. The charge back thing is something scammers and thieves do as the buy games and stuff (sometimes with stolen credit cards) then they or the actual card owner reverses the charges in which Steam will remove the game and suspend the account that it was purchased with either temporarily or permanately for repeat or severe offenders.

Ok well that's your bank recognizing Steam did receive the funds. It should be back on your account in a few days at most from what I've seen.
