Report a translation problem
I'm able to acces skyrim save data that are not mine. An user share his library with me.
I would know if this applies to all steam games.
Skyrim as an example saves the save files in a folder, it's not tied to a Steam account, but it would be tied to a USER account.
Eg: Skyrim saves in C:\Users\[UserName]\Documents\My Games\Skyrim\Saves - if another user is on your windows profile, that is also THEIR save game folder.
If a game uses a personal folder, they'll be personal to you, if they use a common folder (like Steam or AppData they'll be shared regardless of who is logged in.
