Does steam share save files?
Can i share saved data of my games with another steam account that has acces to my library using family sharing? This applies to all games?

i've forgotten to say that we are using the same pc.
I'm able to acces skyrim save data that are not mine. An user share his library with me.
I would know if this applies to all steam games.

It's not to do with "Steam", it's to do with the game.

Skyrim as an example saves the save files in a folder, it's not tied to a Steam account, but it would be tied to a USER account.

Eg: Skyrim saves in C:\Users\[UserName]\Documents\My Games\Skyrim\Saves - if another user is on your windows profile, that is also THEIR save game folder.

If a game uses a personal folder, they'll be personal to you, if they use a common folder (like Steam or AppData they'll be shared regardless of who is logged in.
