You can't make a game into a gift once you activated it for yourself. You can purchase a game in a gift form though, and send it to your friend.
But you already activated the game on the account and it's now tied to it. You should have bought it as a gift instead for yourself
But I can plug in a usb drive and donwload the game then un-plug it and give it to my friend right? BTW I haven't installed the game and I wanted to get rid of it.
Yeah you can give it to him but he wont be able to do much with the files unless he owns the game.

You purchase gifts to give away you dont add them to your account, they go into your inventory.
You can share with your friend using Steam family sharing.
Downloads and installations have no meaning for Steam; it's whether the game has been purchased as a gift or not.

There might have been cases where people have been able to sweettalk support into changing a purchase, but I don't know whether there's any truth to that, or how likely that is to succeed.
Prepurchasrd games can be refunded just fine.
What if you got bored with the game and you friend wants that game

Then your game will sit in your library and your friend will have to buy it himself.
Can't help you. Its stuck there forever. You can buy again and gift it.
You can use family sharing but I don't recommed at all.
As stated.

Once a game is in your library, it's yours forever. It can't be given to someone else.

However you CAN use Steam Family Sharing to loan him the game. I suggest you look up that.

Hmm? What's wrong with the SFS? Well, aside from the fact that only one person can use a library at a time, obviously...

Nothing if you trust people, but truthfully I don't trust anyone so I don't have problems like people do. I would never trust a "friend" to use my account and not mess with it, or what have you. I don't know if it's possible for them to use the account and change passwords or whatever, but I wouldn't take that chance. That's the reason I wouldn't use it.

But i have always been leary of people and things they do just in case.
Steam Family Sharing, u can customize HOW it gets shared. U can share account, Library, or specific games within Library. Like if someone trusted u wish to share only certain games, then u can choose to share just what u want them to see, or have access to, if don't want to share all. If u just share Library related stuff, then they can't change anything Account related, buy from Store/Market, etc.

Thats not true.
You share your whole library, not just specific games.

Well ok whatever; so your Library. But again u can share Library and not entire Account access; which is what I really meant. Sorry for confusions.
