foil card are way more rare and you have to have all the fiols to craft a badge (same as regualr cards) and you have best chanse of gettign them out of booster packs

Foil cards are also more valueable. Unless you're a badge collector I recommend you sell the card in the Market.

If you mean will you get a new set of trading cards after you crafted the said badges for the said games, nope. There is a limit drops of cards per game after you purchase a game(given that the game has a trading cards feature). After you played the game and got all the cards dropped, it will not gonna drop you a new set of cards again so you might need to purchase those off steam market or from trading.
