To launch the game from your taskbar, you need to create a shortcut of the Steam executable file and modify its properties. Here are the steps to do so:
- Locate the Steam.exe file on your computer. It is usually in the Program Files folder.
- Right-click on the Steam.exe shortcut on your Desktop and press Copy. Then in a separate folder you can right click to Paste it.
- Drag the shortcut icon to your taskbar. You can also rename it if you want.
- Shift Right-click on the shortcut icon on your taskbar and select Properties.
- Click OK to save the changes.
Now you can launch the game from your taskbar by clicking on the shortcut icon. You can repeat this process for any other games you want to add to your taskbar. In the Target field, add a space and then -applaunch <appID> at the end of the existing text. The appID is a unique number that identifies the game you want to launch. You can find it on the game’s store page on Steam or by using a website like https://steamdb.info/.

If you want to change the icon then on the same properties window, hit Change Icon, locate the Steam/Steam/Games folder, select the appropriate .ico and press OK to apply that.
All other games that aren't pinned are recent games installed and played.
You can also change what shows on the jump list in the settings.
I thought maybe it could be based on the favorites list or some other collection but I don't have any custom collections, and my favorites list has 120 games in it. Not sure where Steam is keeping this pinned list at.
I didn't though. Even when I try to pin a game that way it just pins it to the taskbar itself and not to Steam's right-click menu.

Target is set to:
E:\Steam\steam.exe -applaunch 729040
I assume you are using Win10
