Downloading older versions of steam?
How do I do it? I have my config.vdf thing sorted out

It's a CSS patcher that's been in use for a while. The link is for the beta, and it provides a link to the repo needed for Steam Stable in the description.

EDIT:
There's also https://github.com/ShadowMonster99/millennium-steam-patcher and a few others. You still need to get a skin, but these two are the tools to apply them.

Depends from game to game. Some have past versions in beta branches. Some you can use the Steam console to issue a past manifest command.

What are you trying to accomplish? Most older versions of steam won't be functional, hence why you can't download them.

I legit miss and love the old gray UI of old steam. I have a build from the last version that supported Windows XP and it still works.

Also Valve is gonna get rid of themes smh
