How to Unlink my account
So I sold my old laptop to my friend and downloaded steam to my new laptop. Now if he, logs into steam from my old pc. He has access to my Library. How do I prevent this from happening? My Family settings is disabled as far as I understnad

If you didnt tell the password, you can skip that step. Wont hurt to do the rest.

Check that the email and phone number on the steam account is still yours.

Deauthorize all devices https://store.steampowered.com/twofactor/manage

Change your password on a secure device.

Generate new back up codes. https://store.steampowered.com/twofactor/manage

Revoke the api key https://steamcommunity.com/dev/apikey
On a side note, when you give away a computer or phone, you should erase (format or factory reset) first.

This is perfect, thanks man! I think definitely I will do a format next time. Luckily...this was for him. If it had been sold to a stranger, I would have kinda be a lot more worried.

From what it sounds like is that the installed game files are still on the old PC, and that's what your friend is seeing.

This is intentional to prevent having to install two copies of the same game should two people want to log into their Steam accounts on the same PC. They aren't seeing your Steam Library but the Steam library files on the PC. They show up in your friend's Steam Library as available to them and if they, too, own a copy of the game they can just press Play. Otherwise it should show the option to Purchase or Borrow it.

I'm assuming you didn't wipe the PC so you will still have old save files on it that will conflict with his unless he is logging into the Windows as a different user than you were. Considering the lack of wiping done, I'm assuming they are using the same Windows login.

Both are exactly right, I did not know this was a thing. I will be assured to do a much more thorough cleaning next time
