Can I just never use this credit card again on Steam?

I have multiple steam accounts. I purchased games on multiple steam accounts using the same credit card with no issues. This is apparently not allowed, fine with me. But now all of a sudden I can't use this credit card on my main account. My main account has only used this credit card to make purchases (hundreds if not thousands of dollars). Every support ticket is getting the same scripted response:

"You will need to use this payment method from the primary account it was registered to."

They immediately close the support ticket each time and I have no idea what account they are referring to when they say primary account. The only payment method listed for this account is the credit card in question, and it has purchases dating back to 2009. My other accounts were created within the last year and have 1 to 2 purchases on them. I'm so confused.

I wouldn't like it, but at least I would understand if they were punishing me for accidentally breaking the rules by not letting me use this credit card anymore. But that is not the message I am getting from support. It is another issue entirely. And I can get nowhere with the support tickets.

Isn't that a tell-tale sign that the account is hijacked? I guess you're lucky Steam doesn't want to use the card :-)

EDIT: To clarify, they close the ticket after they respond to my support ticket.

"Because we have provided all the information we have for your issue I'm closing this help request."
