Is it possible to play banned games in Australia if you got the key and not get banned?

Valve doesn't care about keys.

As far as I'm aware the ban only prevents the sale of the game.

Games actually banned in a country are geolocked, even with a ROW key as long as you're in the country that it is banned you can't play even if the game is redeemed on your account.

ROW works fine also. (I think - last time I checked, but was awhile ago). I was sending people that were banned from buying Mortal Kombat Komplete when I found a killer 50 cent sale.

Perhaps the times have changed for the worse...

I tried to find a banned game in Australia in which I had a global/row key for, but have failed to find one in order to test these theories.
