Technically wingamestore would have to tell the developer that the key was refunded and needs to be revoked. They in turn would have to notify Steam to revoked the key. All three parties would have to communicate that revocation to one another.
It is a possibility.
If you have the deluxe version key, hold off on activating it until you get some kind of confirmation that the base version has been revoked. If you claim the deluxe version key while the base version is still active on your account, it will only add the deluxe upgrade to your account. You won't have a second copy of the game. Then when they come to revoke the base key, you could end up with just a deluxe upgrade for a game you no longer own.
They do it in batches so it might not be for a month, but it will happen.

it says it will be removed forever but its not, you can put the game back anytime if you go back to the same help page
