1. Use Steam client to visit store page of the video you would like to watch.
2. Right click on the " Watch " button and select " Open link in new tab ",
This will lead both Steam web browser and your desktop web browser (e.g. Firefox, Chrome, Opera etc.) to open.
3. Copy the link in address bar when you see aforementioned error message on your desktop web browser.
4. Go to Steam web browser that is already open, press the small " + " button to open a new tab there, and finally paste the copied link and press enter.
Voila! You can succesfully open any streaming videos on Steam this way.
Edit: Another workaround is opening the link in Microsoft Edge instead of Steam web browser, somehow Edge can stream these videos...
You can also make Edge your default web browser for Windows, so when you click " Watch " it already opens in Edge.
If you are using Steam Linux, I think your best bet is the first option I provided.
This no longer works in Linux!
And the original issue is still standing.
