Unable to edit or delete my guide

I've been trying to create a guide for a game in my Steam library. I got about four sections done but then I thought I would edit the titles for two of the sections. I get this pop-up saying "Failure code 15" or something like that. So I am unable to edit the guide. I figure I will just delete the whole thing and start over since all I am really doing is cutting and pasting, anyway. So, I get all the sections deleted but when it comes to deleting the actual guide, Steam refuses to do it. I go into Guide Preview and try to delete the guide, Steam brings me to my Content library, I check on my Guides section and the guide is still there.

Did I do something wrong or is Steam just flipping out? If it helps,the images I used were copied and pasted directly into the section text field rather than through that feature on the right side of the screen for images and videos. It might be possible that Steam is holding my guide while it analyzes the URL's, but that would be stupid as they are clearly Steam URL's to my own Steam library.

I really don't know what is going on. I had this guide all typed up and ready to go, it should've been finished quickly, and now something absurd like this happens.

Any advice or assistance on this issue would be appreciated. Thanks for reading.

Update: I tried to edit my guide description and Steam tells me access was denied.

"There was a problem trying to save the title and description. Access was denied."

UPDATE #2: I tried recreating the guide, albeit with a slightly different title. After publishing the fifth section the same thing happens all over again. This time I did not try to edit any of the sections. I tried adding a sixth section and I get the same "Failure code: 15" pop-up all over again.
