Steps 2 and 3 have nothing to do with tyour internet.
Anything lesser then 200gb soon 500gb then DL size is 100gb, it is that on os disk even more space is needed.
Steam work best in Idle mode, that mean no other task app running and drain resources away from its task.
ps.
Even wifi with many on it will reduce its wifi network, same with many user on household router that access the wan lines. ( shared congested network ) same BS if its on a ISP line, to crowed and it will effect you.
