Workshop content does not cost money.
It's a free "subscription". Subscription in this context means you also get updates when they get released.

Also as long as you "subscribed" to those mods the content gets automatically downloaded and installed each time you download the game in the future.

Like the others have said, it's like 'subscribing' to a newsletter or a YouTube channel, it doesn't mean it costs money, it means that your PC will be kept up to date with all the latest versions automatically.

When you uninstall the game workshop mods remain on your PC because they are not part of the original game install, you will not need to redownload them. Note: IF a workshop mod has had an update since you uninstalled the game it will download that update for that mod if you reinstall the game.

Secondly when subscribing to a mod also favourite it as well so you can always find it again if you choose to unsubscribe from it.

And finally some mods may get baked into the save file so you may have issue with that save if you unsubscribe from the mod. The best way is to create a save before you either subscribe to a mod or unsubscribe from a mod to avoid this issue.
