Download drops to 0 then to max

Hi Im having the issue where my download speed goes from 50MBs to 0 every couple of seconds of downloading. Any tips ?

I have had the best luck at switching download regions to an area where they may be sleeping. I changed to Moscow and downloaded a 50gb update in less that 10min. Good luck!
