Steam market place denying payment after 3 days of waiting

Hey so I had a hold on my account to add funds/purchase items on the steam market place and I couldn't spend money for 3 days. After the three days were up, I was hit immediatly with another 3 days for the same reason and the steam support team refuses to help me just saying I need to wait the three days. Is there any way to prevent this so it doesnt happen again after I wait another 3 days or will my account just be permanantly locked from the steam community market place.

Have you changed any data on your account that would trigger the 3 day restriction?

If you haven't it might be wise to ensure the account is secure by doing these

Scan for Malware/virus https://www.malwarebytes.com/mwb-download/
Deauthorize all devices https://store.steampowered.com/twofactor/manage
Change your Account password on a secure device, mobile phone for example.
Generate new back up codes https://store.steampowered.com/twofactor/manage
Revoke the API key https://steamcommunity.com/dev/apikey

im using a visa card but it asked me to verify which i admit i messed up on because i mis read it but now it just doesnt give me any more attempts and just give me a restriction i cannot fix whenever I try to use the market

I did, I had to get a new card because my old one got stolen and when I changed it, it asked for verification which I messed up on.I misunderstood what they were asking so I just waited out the three days. After that I got the same restriction for another 3 days not even 2 seconds later after my hold was lifted. It gave me the same prompt but when I tried to use it I didnt get more attempts just got shut out. Is my account just perma ♥♥♥♥♥♥ or will it work after the 3 days again like normal

Yup! You fail the 3 attempts, automatically have to wait 3 days.

What happens if I use all three attempts to verify my credit card?

If you fail to verify the card after three attempts, you will have to wait the normal three day period to use the Community Market. Steam Support cannot override or remove this restriction.

The thing is , is I already waited the 3 days. and now its just locking my account on repeat for 0 reason. Will it re-lock or should I just use another card until this works again.
