no you're not getting a refund
You can't. Your outside the widow. You can try a manual request if you're a little outside the window. And I do mean little not 7 hours above they may grant it. but that is NOT guaranteed and you'll need to be within the 2 weeks since purchase

Refunds on Downloadable Content
(Steam store content usable within another game or software application, "DLC")
