Report a translation problem
I have the same issue since yesterday.
Opened a Support ticket and accused Valve for blocking my account on purpose. XD
Getting an "ACCESS DENIED" error on my own guide is ridiculous.
Oh and that screen is from my browser, when I try to save the basic guide content.
When I try to edit specific guide sections, I get the Failure Code 15-error regardless if using browser or client.

Could anyone here please tell how it got resolved for them?

It did got solved for me by "doing nothing".
It's apparently an issue with the automated content check system.
When that has a bad, lame day it takes 30 minutes and sometimes even hours for you to get access to your own guides again.
As you need to wait until the content check system is done, before you're allowed to alter your guide again.
Maybe the support can speed things up, but if nothing helps, time should somewhat fix it...
Best recommendation:
Write everything you need for your guide in Notepad then copy it when you are done, instead of adding / correcting stuff directly on the guide in Steam.

if windows user update all windows update even them under as extra.
if you are not windows user ask own Linux or Mac steam grp, you need a master in why it dont work in login, you can say i told windows user the MS fix maybe it can help linux master or mac user what thats about and give them a clue. but that dont mean its that issue at all, as i said ask own OS geek master if thats the right word in why you have access denied.
and and other will not debat access denied , ( the term is 100% true and why it dont work )
problem now you need a master to know why it is so.
windows user, the msg is loud and clear update you windows, MS already fix it. if you not already done so, then you might have a new issue , but do make a cxold reboot frist. to be 100% sure.

Hours?.. It started yesterday and both guides I started to write are still locked for editing (I tried to create a 2nd guide, copied almost all the content from the 1st one that was locked, then the new one got locked with "code 15" as well)...
I've just managed somehow to publish one of the new guides, thinking, maybe with the published guide it will be different, but nope, it is locked for editing too...
Hence why I refrain from creating new guides. XD
I just hope they get it together. At least you've opened up a support ticket.

I did not open up a ticket myself when I had that problem back then, but just made these angry screenshots. ^^
As it somewhat came across to me that this is an issue from Steam and their server environment.
So chances may be good that the problem is resolved tomorrow evening, when they perform their weekly server maintenance.
I am not sure how long it took for me to get it resolved, but I think I waited for around 2 days to delete all the uselessly created copies of that guide and finally being able to set it up.
I've even saved my annoyance in the guide itself:
Link to the Apodosis of the guide.
So for me it was quite the waiting game and very frustrating, but at some point it started to work again. :)
The thing is, it never happened to me before during 9 years with 18 other guides, and it took a really long time to write some of them... Maybe I was just lucky to "miss" all the time periods when this server issue was occurring every time I wrote a guide?..
Additionally, you've raised a support ticket, so maybe they can speed things up for you either. :)

I got really mad about this issue. XD
I checked my new guide (the unpublished one) and saw that the light-brown message on top (This item is awaiting analysis by our automated content check system. It will be temporarily hidden until we verify that it does not contain harmful content (e.g. links to websites that attempt to steal information') has disappeared...
I tried to edit one section and save the changes, and it let me!
But when I tried to edit and save again, I got code 15, and that warning message on top of the preview screen is there again and stays there all the time... With my other guides it goes away after 10-15 sec, but even if it's there I can save changes to my guide, this message only means the guide is hidden for others while it's displayed on top of it...
