Thank you for replying! I will have to look into how to see that in the windows security app, so far I have had no luck finding where that would be. But I'll keep looking
The most recent update will not load. I was able to get into steam on the 23rd, went to load it up on the 24th and it started downloading an update but that update never finishes. It just keeps restarting and I can't get the steam app to open.
Ok let me look if there's a way you can full download the update.

I have been in contact with steam support since friday and it has been very unhelpful -_-
What have they said when you asked how to reinstall the steam client without it messing up your profile?
This is what they said:
Please completely remove Steam and reinstall:
1.Write down your Steam Account name and password - you’ll need to log back in after reinstalling
2.Exit Steam
3.To save your Steam games, copy the "steamapps" folder from (default location) C:\Program Files (x86)\Steam to your desktop
4.Delete the Steam folder (default location): C:\Program Files (x86)\Steam\
5.Reboot your computer
6.Download and install a fresh copy of the Steam installer
7.Run the installer to reinstall the client
8.After installing Steam, move your "steamapps" folder back into your Steam folder
9.Launch Steam and re-test the issue
They have also looked through the bootstrap log and tried to recreate what is happening and have come up with nothing.

We have tried testing on our end, but have been unable to reproduce this issue on our end and we aren't receiving widespread reports of this from others.
From the information provided so far, it sounds like the Steam Client itself might be in a bad state or something outside of it is causing this. First, I recommend checking out our Interfering Programs article one more time for anything that may apply to you.
If you are not able to find anything, I would then recommend manually add a file to force Steam into the beta on start up.
1. Go to the 'package' folder in Steam: ...Steam/package
2. Create a new File call "beta' in the folder
3. The file should have the word "publicbeta" saved in it.
4. Start Steam
If a reinstall doesn't help and you have already opted into the Steam Client Beta and are still experiencing it there then I would encourage you to submit it in our Official Bug Report thread as this is actively read by the Valve development team.
I'm sorry we don't have additional information or a fix for this issue.
Hi! Yes I did, thank goodness. Thank you for checking in.
I ended up talking to HP. I found that it wasn't just steams update not downloading, but all apps not downloading even though I could get onto the internet just fine on my PC and all other devices.
The customer service rep who helped me said I needed to reset my computer... that didn't work. And then he sent me a system recovery USB to reinstall windows, because he thought windows was corrupted... and that didn't work either.
I called again and a different rep said to restart my router... and that did the trick. Such a simple fix after all that and resetting the computer! I didn't even think to do it since the internet seemed fine on everything else. I'm just glad everything is working properly now :)
