first you need to self lock your steam account,

most emails sent by steam, especially recent changes e-mails have a self lock link
when you click that link, choose options that indicate you cannot do the action presented and you will eventually get to a screen that has a lock code, save the lock url in a safe location
when successful your account will be unable to make additional changes

when you do the self recovery you select all options that indicate that you can't provide and it will finally take you to a form you can submit to steam support
steam support will let you know what options you have to recover your account, submit the proof of ownership they ask for
LOG OUT of steam completely,
go there https://help.steampowered.com/en/wizard/HelpWithLoginInfo?accountsearch=1&issueid=408&reset=1 , enter your account name, then do the captcha, then click search.
then "i no longer have access to this phone number"
then "i no longer have access to this email adress"
then there's the page to proof ownership for the account.
