Steam keeps reappearing over other applications after being minimized

I don't have Steam to open on startup to save on computer resources, so every time I start up my computer, I open it manually. After it launches, I minimize the window. However, after doing so, it would continue to seemingly reopen itself, overlaying the current application I'm using. For instance, I'd be watching a YouTube video on Microsoft Edge, or DMing someone on Discord, and boom, Steam would flashbang my face by opening itself and covering that application. Mind you, I have Steam minimized in my tray, not completely exited out of it, and this only happens a few times soon after I start up the application. I also have the same issue with the Epic Games Launcher, so it could possibly even be Windows 11 itself, but I have no idea. I run everything on an Acer Nitro 17 with a second monitor, and my secondary monitor is used as my primary display, and I know that messes with Windows' Snipping Tool and such, so could that be the issue? A display bug? Help would be appreciated.
