Points can be given to users from other users via the awards system, so, make content worth awarding. Helpful guides, nice reviews, be a part of forum communities, etc

I got most of my Points for Customization by playing games and getting the dropped Trading Cards:

Getting all the dragonballcards for one Rank at a time in a Game (badge rank thingie) after they are 'combined' - that also gives you some Emoticons and other Inventory items, and sometimes Coupons for games (price reduction).

Games drop about half the Cards, then you can Trade friends/etc for the rest; you can also buy the cards on the Community Market for small amounts (two-to-ten cents a card maybe), if you didn't mind spending a small amount sometimes.

I did that and got a bunch of Ranks/Badges over time and that unlocked most of the Customization, for me anyway. GL with it, HF

Account levels do unlock some features but yes, levels don't give points. However, I guess you could trade cards FOR points, if one finds a willing participant.

They specifically asked how to get Steam points. They want to buy things from the points store. None of the things you suggested will get you points you can use for the points store.
