Application load error 3:0000065432
I'm having issues loading some applications, getting the same error of Application load error 3:0000065432

System specs:
OS Name Microsoft Windows 10 Pro
Version 10.0.19042 Build 19042
Processor AMD Ryzen 7 5800X
BaseBoard ROG STRIX X570-E GAMING
GPU NVIDIA GeForce RTX 3080 Ti


Affected games (Note there may be more, I have played like 30% of the games I own):
Nier: Automata (Uses a custom game engine)
Hardspace: Shipbreaker (Unity game)
Stray gods: The Roleplaying Musical (Unreal engine game)
Remnant: From the ashes
(another game I can't remember the name of that didn't have a colon in the name)

Things I've done:
Disabled antivirus and kept it disabled for every other check (Windows Defender, tried it disabled via Group Policy as well as manually turning off real time protection)
Verified file integrity
Added exceptions to each directory, subdirectory and exe to antivirus (Even while Windows Defender was disabled)
Reinstalled steam
Reinstalled games fresh
Updated my graphics drivers
Updated my chipset drivers
Created a new user (My current user has a . in the name)
Tried to launch in safe mode
Added a hook to each exe and checked permissions of every file and folder, and added full permissions.
Adding steam's exe to the game folder (Added it to every folder with another exe in it in the game's folder structure)

Things that add a twist to the theories:

The Binding of Isaac: Rebirth works fine. (My current working theory is that Binding of Isaac: Rebirth doesn't have a colon on steams back-end but the other game that I've forgotten does.
All games work with standalone versions.)

I've played multiple of these games previously on the same system.

All the above games work fine using non-steam versions.


Wondering if anyone had any suggestions short of re-installing my OS?

Do you have other external GPU card in the pc then that IGPU.

It's a generic error, so that doesn't help. A Google search shows that overzealous anti-virus or other security software often are the culprits. But also not up-to-date files or systems, moved files and even failing hardware get mentioned.

what do "can i run it say" it look like you are close to the edge nothing wrong with that but you forget even windows and steam get heavyier over the years, and that might be patt of the problem. and same then i tried to ID you GPU card has it it look like all fit, except some system issue over time might be the problem.

i did not test all the games, im sure you can google can i run it.
and you also confirm steam is aient working with them version, but that not steam fault it could be your pc lack of ram and resources.

im sure you might want to buy a better pc, if im not mistaken problem is IGPU card in the first place if IGPU is the best you have there in that pc.

yeah now it might make sense, turn off IGPU in the BIOS, if you not already did that.

( if you did that then enable it again then update drivers and then turn it off again, thats sounds crazy i know, but if you recall old win7 and pst OS you do not want a unknown ! exclamations point effect system sometimes they did that or could do.

gl with im almost sure its that problem you have a IGPU effect main card.

Correct board, but the chip itself only the G series has integrated graphics but not the X series. Ryzen decided to not make it easy for us!
