Problem with using RBC Virtual Visa Debit for purchase

Hello everyone. I am trying to load my Steam wallet to try and change my store country but I am encountering the error "This purchase failed, Steam was not able to accept payment from your payment provider."

I am wondering as to what is causing this error? I have checked my billing address, zipcode, phone number, cvv2, expiration date and card number and made sure that they were all correct, yet I am still experiencing this error. I am on my 2nd hour trying to wrap my head around this issue and I am starting to feel frustrated,

Take this error message literally. Nothing's wrong with your card, the problem is between your bank & Valve. Use another payment method until that is sorted out.
