My game properties won't open in Steam!

Hey,
Everytime I try to open game properties in my Steam library I get a solid black glitchy square that I can only get rid of thru the taskbar, I've been try to contact Steam Support to no avail and self help section is useless! Please someone help me?

I tried that but it didn't work, I also restarted both Steam and my Computer to no avail!

Ok, so I restarted in safe mode with networking and the game properties opened fine! Do I need to stay in safe mode to keep steam working properly?

If it's still doing when Windows is running normally, you could try disabling GPU accelerated rendering to see if that is the cause perhaps? (In the interface section of the settings tab)
