Steam shortcuts not working
I recently transferred my OS and games to a new PC and I installed steam and whenever steam makes a shortcut for a game or I do it manually through the steam library, I get a shortcut for the game but the Icons are the generic globe icon and when I click on the shortcuts, I get an error stating "The target "" of this internet Shortcut is not valid. Go to the internet Shortcut property sheet and make sure the target is correct.". However in the shortcuts properties I cannot change their URL and they are all missing their "Web Document" tab as well. I have checked that Internet Browser is the default application for .URL shortcuts. I can launch games from the steam launcher though. Do you know how to fix this?

transferring your games requires them to have the same destination letter, so if you just MOVED the files, their pointers will obviously no longer work correctly. There are likely dozens of threads on how to properly relocate your steam games onto another disk, I'd search the forums and google for it.

My games are still in the same hard drive as my previous pc and the hard drive still has the same letter. The steam library folders are correct. I have uninstalled and reinstalled a game to test and still got the same problem.

Open up a command prompt and run
start steam://run/480/
Does it give an error, or try to install Space War?

It just opens the steam install popup for Space War, from which I can choose where to install it and click install.
