Can't access Steam from my IP. How do I contact support?
Problem is; I can only see the "self-help" section. There's no direct contact info to support, no mails etc. and my problem is quite specific.

It looks like an IP ban and it happened while playing CoH2 after I was disconnected midgame, because my lovely router has decided, that it's time to change it's dynamic IP address. I'm writing this through cellular data - otherwise I'm unable to reach Steam nor Valve, if I'm connected on my Wi-Fi - not through the phone, not through my computer, with a white screen saying "Access Denied" and a reference number, whose Google search yields no results.

Please, can someone help me with this issue or give me leads on how to contact steam support directly?

Steam doesn't do IP ban.

Things you can give a try, no guarantees if it will fix your issue, best of luck.

- Modem / Router need a reboot, along with PC restart.

- If you did anything in the Modem / Router settings, check your work to ensure you're not blocking things.

- If using some 3rd party software that manage incoming, and outgoing data on system, that may cause issues.

- If connecting to private VPN / DNS networks, they may also cause issues.

- Can try flushing your network, open command promt as admin, and give this a try.

If not working still try these in order, then restart, and test.
ipconfig /release
ipconfig /flushdns
ipconfig /renew

- Try opt in, or out of Steam beta, top left corner, click on Steam > settings > account > click on button change, and either opt in, or out of beta.

- If you're using MAC, then run it in safemode with network enable, and check if it can work, if it does then mean something interfering. https://support.apple.com/en-us/HT201262
If using Windows, then run Windows safe mode with network enable. Press CTRL + R, type "msconfig" without the quotes included, click tab for boot, select safemode with network enable, confirm to restart PC, once in safemode, give things a test, if issue resolved, then something interfering with your service.

Best bet is to try posting in the game sub forum.

Oh the game's tech subforum is pretty dead. I'll try the commands in cmd tomorrow, because I only did ipconfig /flushdns to no result. I cannot connect to Valve nor Steam, not with client, browser, or phone's browser or another computer's browser, if I'm using my Wifi's connection, although it's connected to optic wire and my computer is as well.

Using Win 10 and not blocking any ports either - just checked. Like I said - cellular connection allows me to bypass it, otherwise I wouldn't even be able to open this page.

Not using any 3rd party programs, that interfere with my connection either, to not cause lag ingame.

Only thing I can access is Library.
