If you're living in another country for a limited time, such as couple months or even longer, then change your country on the account to that country you're living in, you will be ask for address you live in the current country. https://store.steampowered.com/account/change_country/
You don't need multiple accounts as then you have to remember that new account you made along with your main account, if you don't want to keep track of multiple account, then just stick to changing your country on your account from the link above. If you wanted to know prices of games, then use https://steamdb.info/ type name of game in the search, then click on the game, and view prices.
You shouldn't need to change your country at all in the first place. I've traveled all over the world and never had to change my country and had no problem making purchases.
I know a lot of people that "visit" or "are located in at the moment" certain countries, like Russia, where games are cheap and then very suddenly are back in their home country. Valve does flag Steam accounts that engage in VPN purchasing shenanigans. If you buy games with certain region restrictions they may be playable in that country but when you "move" back to the UK, they will still have those restrictions.
It depends on the game. Some games are permanently hard-locked to a certain region or territory.
Sorry to revive this post but I was wondering if there is a way to avoid countries policy about lootbox with Steam? I do explain myself : I have a steam account with some games on it but some of their possibilities are locked, is there a way to avoid them? Like create another account set on another country and rebuy the games ?

No, faking your location is against the terms of service, and can cause the account to be locked.
I assume you're from Belgium, if so your government outlaws loot boxes, no one can help you, in this case. Just like how Overwatch, some games on Valve, NBA, and etc all change their games around just to work with Belgium law.
