Steam download speed abysmal
In recent days I've noticed that trying to download absolutely any game or tool through steam is been unbearably slow. Downloading something from anywhere else utilizes my full speed of roughly 35MBps ( 350Mbps) just fine. Steam however can barely seem to make it to about 12MBps for any length of time and will usually hover around 1-3MBps for a few seconds, stop entirely, and start again at a similar low speed. When installing (using an nvme SSD) the disk usage also fluctuates, also going several moments without doing anything at all before restarting for a moment, and then off and on over and over again.

I've tried multiple download servers, tried clearing my download cache twice, ensured Steam is allowed through my firewall, and made sure there are no throttles in place. I'm at wits end trying to figure out why this is happening.

Has anyone else experienced this or managed to fix it if you have?

35MB is 280mb

Steam download compressed chunks and then unpacks and installs them once a chunk is down. If your CPU and or drive is busy unpacking and installing a chunk it may struggle to utilise full download speeds

Open Task manager and look at what your CPU and Drive usage % is.
