Report a translation problem
To run the command: Win key + X, pick Command Prompt (Admin) or PowerShell (Admin)
Copy/paste this → SFC /scannow
This will check the system files and Win Update Manager back-end. Most times this might solve many problems facing Windows OS/ Windows App Store.
After it is finished and if it finds corrupt files, please reboot the PC, this will complete the process.
If SFC Scan does not work at all, or if the issue persists, you can also run DISM which is found in this article below:

DISM will fix core system files and SFC Scan tool.
I contacted Steam Support and depending on the answer I get I'll also try out the DISM tomorrow. Thanks for your help to this point though
Again, you need to run DISM FIRST, then SFC.
On the top right, click the anouncements button or the bell button once (or sometimes a couple of times) and then wait until the page loads. After that Steam can be closed normally by the X.
I really don't know what causes the bug.
This only started happening recently, after the steam client update, so I'm guessing something about the update messed up my client?
