Report a translation problem
1. Scan for malware. https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey
I have done all of your steps
1. my computer was clean expect for a PUP that was in my recycle bin, deleted it and rescanned (I also scanned my phone, both clean)
2. My email and my phone number is all the same
3. I deauthorized all accounts and relogged into them using my steam app on my phone (For some reason my steam app didnt get kicked out until I uninstalled and reinstalled)
4. All passwords changed
5. Generated new codes and too a picture of them
6. didnt have to revoke anything, when I clicked on that link it took me a steam webpage where I could register for an API key (I did not do it)

Jokes aside,
They may friend you both just to prepare their logistics route for the next victim's stolen items or to bridge the 'I accidentally reported you scam'. They make over your account as a Steam employee and prepare a scripted screenshot of both of you talking.
Luckily you realize faster than they imagined.
