Steam doesn't repair game icons.
Hello. I've found a strange Steam behaviour on my PC.
I reinstalled Windows 10, installed Steam. Some of my games are downloaded to other drives, so I no need to download them again. But when I try to create a shortcuts for them on my Desktop - all game shortcuts are blank.
I've already seen this behaviour. It happend because Steam download the game icons into his own folder, "C:\Program Files (x86)\Steam\steam\games". This folder was lost after reinstallation of Windows. So in previous cases, to restore the icons I performed the "Verify integrity of game files.." process for each game. And in all previous cases Steam says that some of files are missing and will be downloaded. After it I able to see the icons in the "C:\Program Files (x86)\Steam\steam\games" folder and create a correct shortcut.
But for now, after performing this process Steam says that all files OK and doesn't download anything. All icons are missing.
Why it happend and how can I fix it?

P.S. 1) association of file formats isn't broken, all works fine 2) also tried to remove the system IconCache file and restart the Windows - didn't help.

Same issue here,

"Verify integrity of game files.." did not create a new icon file in "C:\Program Files (x86)\Steam\steam\games"

Because you did not know , you need to view them icons so windows browser can load its icon and make a entry in windows icon cache database,

I think i learn all this old icon issue in win3,11 then it was new and hot backthen to extrating icon from our files. ( so technical you can say there is a 3 way issue here

steam icon files locations
windows has actual refresh or view its files ( browser to them and hit F5 its a refresh windows ways some know this ways as explanation, all depedn what you learn from back then )
and you still need windows point at windows explore as default .url handler

i have tryied to make it short in explantion and you need to know old tech why it is so today.
its simple and same time complicated first time you learn this.

You need to thereafter install the games where they were before. The process of installation is what rebuilds the game cache. But contrary to starting from scratch, Steam will recognize existing game files and go through a process of verification instead of the downloading the game. Some files will need to be downloaded but this should be small compared to the total size of the game.

You can select a group of games and install them at once. By CTRL- and SHIFT-clicking them in the list of games in your library, select a group of games that are in a common library and then install the group. The games will install automatically one-at-a-time. You will need to be present to agree to game-specific EULAs if required. Some games will not have an icon file and must be assigned one manually.
