How to Fix DOTA 2 Not in Library

After uninstalling DOTA 2 years ago, I decided to hop back on to play Bot matches with friends. Couldn't find DOTA in my library to reinstall it.
Tried methods:
- It's not in my library
- It's not in view -> hidden games
- There's no filter keeping DOTA 2 out of my library
- I searched it's name in the library
- I went to the store page and hit 'play' to no avail
- Steam Support -> DOTA 2 is not showing in my library also didn't work.
- Nothing in the drives
- I've restarted my computer hundreds of times since I uninstalled it.

The way I fixed it was by going to friends list, right clicking a friend currently on DOTA 2, and clicking "Launch Game". This popped up a menu for installation process.
