Having a problem to purchase GTAV as a gift to my friend. Yes, I've contacted Steam Support for the last 3 days and they did not do anything to help with the problem. Please help.

So I want to purchase GTA V as a gift to my friends via Steam Waller. I tried it and it gave me this message,
"An unexpected error has occurred. Your purchase has not been completed. Please contact Steam Support." Me and my friend are both from the same country, which is Indonesia. I contacted Steam support and they said they are unable to remove the restriction and said that any tickets relating to this issue will be closed without any response. I've tried restarting steam, using a vpn, etc. and still have the same problem. I have no other way to buy except for using Steam wallet, so credit cards are a no go.But the thing is, last month when i had the same problem, Steam Support actually helped me just by updating my profile. I have the same issue right now and asked Steam Support to just update my profile so I can buy my friends a game they want, yet they didn't want to and closed my request. If somebody knows how to fix/solve this. I greatly appreciate it.

Use an external payment method instead of your wallet.
You got flagged for abuse of the gifting system multiple times. Steam Support is obviously not happy with your actions and have decided to no longer allow you to use your wallet to pay for gifts.

i got no other way to buy stuff other than steam wallet, so i guess i cant buy ♥♥♥♥ for ppl now

Can this restriction be removed? My account is in a region where the game I would like is not available. Therefore, I have no other choice but to gift it to myself from another account from an adjacent region. I'm not a reseller or anything like that, I just buy games for myself on a single account and get this limit after the first purchase of the game for $ 5

What you are doing is what triggered the gifting flag in the first place.

you contact steam support to have them review it. if they have already said NO then it is PERMANENT and will not be removed. the only thing you can do with your wallet funds is buy games for your account.
