The same spiel as in thousands other threads about the literally same topic: revoke your API key, deauthorize all other devices, change your password, learn from your mistake.

You've let bad guys into your account, most likely through phishing. So make sure to learn from your mistake, to close your security holes, after throwing "them" out of your account.

Firstly, secure your account with the following steps:-

1. Scan for malware. https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey

and secondly, stop giving away your credentials to scam sites.

No, he didn't get through a CSGO site. You gave "him" access to your account. The good news is, you can learn from your mistake and keep your account secure in future.

It's actually dang simple: once you let a random stranger into your home, this stranger can ♥♥♥♥ your home up. Once you let a random stranger into your account, that random stranger can ♥♥♥♥ your account up.

Items that are listed for less than $1 don't require additional confirmation.

At no point are you instructed to change your email. You must do all the steps in order. Deauthorising all other devices is absolutely critical.
