Opening the Steam Overlay with an Xbox One Controller

Can somebody tell me how to open the Steam Overlay with an Xbox One controller with step by step instructions? I've done my research, disabled the Xbox Game Bar (didn't work), attempted to disable the Game DVR (doesn't appear on my computer), and attempted to make it so that pressing the Start + Select buttons on the controller would be the Shift + Tab button equivalents on the keyboard through the controller bindings menu, both through regular Steam and through Big Picture Steam and neither of these actually allowed me to do this; so I'm assuming that I'm not setting it up correctly; if somebody could give me the settings for binding keys like this and definding what chord, "Chorded press", "action layer", toggle, and "cycle binding" are, I'd appreciate it greatly.
