Is there any way to stop scammers from adding me?
i'm not even playing TF2 anymore, i set my profile to friends only but i keep getting adds from lv 10 accounts, they usually have some girl name and the exact same profile description of:

I'm a 3d artist (now I'm developing tf2 maps). Blender + Using 3x3090 to render
I've been playing tf2 since 2015. My fav maps is cp_sunshine

ive had maybe over 20 of these accounts add me, when i accept them they always say the same thing about if i'm interested in playing in their tf2 team, and then ask me if i can vote for their team with a suspicious link and then they'll give me a free key. i tried trolling them first to see if it was an actual person but it's a bot and they always say the same stuff no matter what i reply. ive started getting tired of manually rejecting their friend requests each time, is there anyway to auto ignore ALL friend requests no matter who it is?

There is no built in system to turn off friend invitations. However, I am not sure, if incoming invites count towards the maximum number of friends as well. If so, you could just let your waiting list slowly fill up, until there is no more space left for new ones. If you learn to ignore the notification icon on top, this would reach the effect you want... sort of.

Yes, pending requests do count towards the maximum amount of friends you can have, as each request reserves a slot in case it is accepted. That way you can not send more invites than friends you could have.
