In the second case, your hardware, most likely your hard drive, cannot keep up with the download. Steam does not simply save files, but unpacks and processes them right along; something that is done after finishing the download on other platforms.
In the third case, it has been reported over the last few months, that the download cache of Windows 10 and 11 is causing troubles with Steam, as it gets completely cluttered. Turning it off has helped in various cases.
It's first case. It's fluctuate between phases of full and zero speed and sometimes it slowly decrease
So there's nothing I can do to fix it?
Remember your download speeds are determined on your hardware; CPU, disk io, etc. and your ISP. Yes storage drives are not exclusive as I said. Steam downloads are also compressed.
