What happens to my data and progress if I permanently remove a game from my library ?

The option to permanently "remove" a game is a bit of an intentional misnaming. Actually, you are just hiding it from all parts of your account.
If you ever decide to reinstate it, it will still be there, including all achievements and so on.

so if I remove the game from my library and family share it to me from another account will it display all the same info I had before removing it ? including my hours achievements and progress ?

Yes. Achievements, playtime and so on are forever locked to your account data, even if you "remove" the game.
