Download installation files on mobile device to later install on PC

Is there a way to download installation files on a mobile device, then copy those installation files to your PC for Steam to install?

Not by using the smartphone's "Local" storage, the game can be installed remotely by using the phone to control the PC.

Not legally anyway, except if it is "open source" you would copy a zip containing the installation files from cloud storage or an OTG adaptor to flash drive and plug that directly into the USB-C port of the said smartphone and transfer the contents.
