Or... maybe you can create a batch file that starts Steam? e,g.:
START C:\Program Files (x86)\Steam\Steam.exe
This is a new computer with AMD processor/chipset, which is the reason I did a clean install, and it's only only thing I can think of that's changed since this issue appeared. I can't think why that would cause such a specific and irritating issue though.
Ultimately I just disabled the AMD iGPU completely in the BIOS, so the problem is now completely fixed. Worth noting if anyone else is having strange behaviour or loading issues with the Steam client.
Sadly, I'm on the laptop so completely disabling it kinda messes with GPU balancing system.
Honestly, I would think that it's Windows fault - no program should prevent the FREAKING START MENU FROM CLOSING regardless of what time it takes to start.
