yes i have read but there is no spesific error in that message
it just say contect with steam support and they don't answer

Wait. In the meanwhile, buy the gift using NOT your Steam wallet to pay.

Maybe. There may be another problem, Steam support may lift the wallet gifting restriction.

I wanted to give you something to try while waiting.

Well, thats actually my purpose. I need to spend the rest of my wallet , such as sending gifts

If you frequently gifted games using Steam Wallet funds, Steam may suspect you of using your account for commercial purposes by trying to sell items on the market for a profit and trading games paid with wallet funds for real money.

You can try your luck and contact Steam Support, but ultimately you will have to pay using a different payment method (Credit card, PayPal, region-specific payment method, etc.)
