Report a translation problem
You don't need access to the email, phone or password currently tied to the hijacked/hacked account for this to work. Just pick the "I do not have access..." or a similar option when asked.

Follow the steps above. Also: your friends account did NOT get "hacked", it got hijacked because he leaked his account information somewhere. Most likely some Scam site.
And looking at the disturbing amount of Scam sites in your previous names I'd suggest you secure your own account sooner rather than later, or it may get hijacked as well.
Follow these Steps:
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the API Key)
