there is a correction in region in place, so it will set you back to CN, but because the distance between HK and CN is almost non existent, it will make an assumption of which region to put your account in, and then correct itself, if that was wrong.
one can not however deny, you are Chinese and most likely if not certainly an account regional changer.

If you have multiple permanent residencies, then the bank's nationality of your payment method (i.e. credit card) counts.
If you permanently live in Argentina, you need to prove it with a real address, i.e. a utility bill in your name AND need a bank account in Argentina. Contact Steam Support and provide them with a proof of residence to rectify the situation.
