Select FIVR. On the bottom left under turbo ratio limits, do a -5 boost on stock settings. A number like "45" is 4.5GHz Boost, so reduce your single and all core boosts, and you should lose atleast 5-10c.
I used to play on an i7-9700h 2070 laptop with a 4.5 single core boost, and reduced it nearly to 3.4 single core, just to get temps under control.
Since youre on a laptop.. the thermal pipes connect the CPU and GPU, so eventually, they will reach an equilibrium state. So, the hotter your cpu, the hotter the gpu because they share the same heat pipe
I tried doing what you said after installing that and decreasing the 4.5 single core boost, however the temps are still the same and the stutter issue still seems to be there.
keep lowering your boosts.

and then attempt to go up if your temps get under control. Gaming laptops are rated safe in the 90c mark, some even pushing closer to 100c, but that doesnt mean you should constantly run it that way
Also, I know it may not seem obvious, but on the main manel, make sure you click the "Turn On" button followed by "save"

Yet my temperatures still remain in the 90 - 93 degrees Celsius range and the frame-rate lag/ drop issue still persists
