Report a translation problem
They can be in the Steam Userdata, Documents, MyGames, Appdata, or in the game folder.
Just search in this places, use google or name the game.
Use GameSaveManager which will scan for all saves, show you where they are located and back them up for you.

If you don't have them locally, then you lost everything, that is if you don't have access to your account.
Cloud saves are part of the account.
FYI if you ever unistall steam, everything in steam folder gets deleted, all local steam screenshots, games you've installed there, and games that chose to have their save files in steam folder instead in OS user folder somewhere (my documents, my games, saved games, appdata)
