My steam buttons just don't work
The buttons at the top of steam doesn't work, like the steam button, friends, games, help
This is the same with the taskbar, when i right click it, it doesn't show nothing

Here is the problem: Steam is not displaying certain elements such as pull-down menus because of incompatibility with GPU. Specifically, we want to disable "GPU accelerated rendering" in the Steam "Settings." Unfortunately because you cannot access "Settings" we need to do a workaround:
  1. Completely exit Steam. Use Task manager to end "Steam (32 bit)" process if necessary.
  2. Right-click the windows start button and select "Device Manager."
  3. Be sure that the View setting in the Device Manager is set to "Devices by Type."
  4. Expand "Display adapters"
  5. Right-click on the main adapter (the one that is not the integrated adapter if you have more than one) and select "Disable Device." Your screen may go blank for a short while. Wait.
  6. Start Steam
  7. Go to Steam>Settings>Interface and uncheck "Enable GPU accelerated rendering in web views." When prompted select "Restart Now."
  8. Go back to Device Manager and enable the disabled GPU.
  9. Exit Steam and then restart it to test.
