friend wanted to send me a digital gift card through steam but got an error please help.

error says "Error initializing or updating your transaction" but he tried adding funds to his own account to test his payment method and it worked perfectly so it only gets an error when he tried to send me a gift and its very much likely from my end but no idea how, wer'e also on different regions and currencies but i was told that this wouldnt be a problem with digital gift cards through steam. please help me see how can i fix this

Is your account region Argentina or Turkey?
Both those regions have been restricted from receiving Steam Digital Gift cards because of the downfall of their regional currency.
Only way to fund accounts in those regions is a local bank account or local credit card.
