What are the size and format (like mp4, mov, etc) that I need to make a custom start up?

"You can use any video as the boot animation on your Steam Deck, but the file must be in ".webm" format with VP8 or VP9 codec. Although there is no restriction on the size and length of the video, it's logical to use something small and short as a boot animation for Steam Deck."

I will also add that SteamDeckRepo suggests on every page that videos longer than 30 seconds also require a workaround to function.
(If you really want a long bootup animation)

Download Notepadqq from the Discover app.
Navigate to ~/.local/share/Steam/steamui/ using Dolphin.
Open library.js with Notepadqq.
Find (s,3e4,[]) in the file and replace 3e4 (30 seconds) with 6e4 (60 seconds), or however long you need.
