get steam to recognise old libary
just reinstalled windows had most of my games on the D drive

but cant find a way to get steam to reuse those installed again

help pages says

Add previously existing alternate installation libraries/folders to Steam
If you had previously installed the games to an alternate location outside of your main Steam folder here's how you can add them to your Steam Library:

Launch Steam and go to Steam > Settings > Downloads and click the Steam Library Folders button. This will open the Storage Manager.
Here you can see manage your game installations and locations. Near the top of the Storage Manager, click the "+" button to add another folder of your installed games.

Once you have added the new Library folder your installed games should appear in your Steam Library

one masasiv issue with this there is NO Steam Library Folders button. in that folder

All you have to do is go to settings>storage hit the + then hit the drop down menu "Let me choose another location" Lastly, find the "SteamLibrary" folder click it, open.

THANK YOU! YOU JUST SAVED ME FROM HAVING TO DELETE/DOWNLOAD OVER 800GB OF FILES, Don't know if its what you meant but for anyone else having the issue of steam saying junk like "Steamapp folder is not empty" you're looking for the Folder with 'Libraryfolder.vdf', for me it was right in 'E:\Program Files (x86)\Steam' right before the steamapps folder
